The Climate Action and Low Carbon Development (Amendment) Bill 2020 published by government in October 2020, among other changes, will require local authorities to develop five year Climate Action Plans with mitigation and adaptation measures included.
(1)The Minister shall request each local authority to make a plan relating to a period 5 years (in this section referred to as a ‘local authority climate action plan’) –
(a) in the case of the first local authority climate action plan, not later than 18 months after the commencement of this section, and
(b) in the case of each subsequent local authority climate action plan, not less than once in every period of 5 years.
(2) A local authority shall, within 12 months of receipt of a request under paragraph (1), make a local authority climate action plan and that plan shall specify the mitigation measures and the adaptation measures to be adopted by the local authority.
The CAROs are working with the CCMA and with the Department of Climate Action, Communications Networks and Transport to agree the scope of these Climate Action Plans and to develop appropriate guidance for the sector.
