Fleet Decarbonisation – Reimagining Local Authority Fleet

Background

The Local Government sector is the largest fleet owner in Ireland with approximately 6,500 vehicles. Decarbonising the Local Authority fleet is fundamental to the delivery of Local Authority climate action targets. Since 2020 the City and County Management Association (CCMA) convened a working group to examine ways for a sectoral approach to assist and guide individual Local Authorities to achieve emission reduction and energy efficiency targets for their fleets. The Eastern and Midlands CARO maintain the role of project lead of the working group and seeks to enhance knowledge and understanding and provide support to Local Authorities to advance the task of fleet decarbonisation. The working group explored policy measures, requirements and their implications for Local Authorities, identified key misconceptions, challenges and opportunities, developed and disseminated guidance documents and case studies and capacity building events.

Solution

E&M CARO in partnership with the LGMA supported the Fleet Managers Networking Event in March 2024. This event provided fleet managers with insights into evolving policy, targets, and decarbonisation options. SEAI shared guidance, while case studies from Coillte and Monaghan County Council’s Hydrotreated Vegetable Oil (HVO) trial demonstrated practical decarbonisation measures. The working group published its third guidance document, detailing how a Fleet Management System (FMS) can facilitate the transition to low-emission fleets in November 2024. This guidance highlights how FMS can:
  • Track fleet emissions and monitor reductions.
  • Ensure efficiency in vehicle operations through streamlined tracking, fuel monitoring, and registry systems.
  • Support procurement decisions to integrate renewable fuel vehicles into fleets.
